I've bored out my carb to .650", machined the cylinder and head to get 18cc's, put in a 2.770" Wiseco piston, and 26# springs. I can't get this thing running. Should I change this ultralight flywheel to one with adjustable timing? I might be having trouble with my steel rockers too as I keep bending the titanium valves.
Really looking for some advice because I want to be legal for the next club race.

I'm no clone expert, but that engine sounds just a wee bit out of spec... Lol

Sounds like you have done every thing right to me. It should run.

Maybe I bought a bad batch of Methanol.

Add 7 to 10% Nitro to it and it should be just fine. ;-)

I may have figured it out. I still had the weenie pipe on. But now I have a 3 stage, ceramic coated header pipe. I hope it works with the Nitro mix.
Now I have to figure out this Bully Turbo clutch. There are so many things to adjust! I can't believe these things cost over $400.
And don't get me started on the tire prep. That stuff is messy...

The problem I see , is an engine with those specs , for that class , you need to run it without the valves because all those valves are doing is restricting the air flow in and out of the engine.
